Export Controls

California Lutheran University is committed to maintaining an open academic environment that promotes creativity and enhances teaching and learning, while also meeting the University’s financial, contractual, and regulatory responsibilities. This committment includes complying with US export controls in all research and non-research activities.

What are Export Controls?

Export controls regulations are a set of U.S. federal laws that regulate the transfer of certain information, technology, software, goods, and services to foreign countries, entities, and individuals, both domestically and outside of the U.S. These regulations are designed to protect national security, support U.S. foreign policy, prevent terrorism, and maintain U.S. economic competitiveness. Violations of these laws can result in serious penalties for both the individual and the university.

The three main regulations most likely to affect university activities are:

• International Traffic in Arms Regulations (ITAR): Governed by the U.S. Department of State, ITAR controls the export of defense-related articles, services, and technical data.
• Export Administration Regulations (EAR): Overseen by the U.S. Department of Commerce, EAR governs the export of dual-use items—goods and technologies that have both civilian and military applications.
• Office of Foreign Assets Control (OFAC) Regulations: Administered by the U.S. Department of the Treasury, OFAC regulates economic and trade sanctions against targeted countries, entities, and individuals.

How do Export Controls affect university activities?

Export controls regulations apply to all University faculty, staff, students, and consultants and affect both research and non-research activities including, but not limited to:

• International travel
• International research collaborations & conducting research outside of the U.S.
• Teaching/lecturing from outside the U.S. or to students abroad
• Hosting international visitors and scholars (non-U.S. persons)
• International shipping
• Publication restrictions
• Accepting donations or gifts from a restricted party
• Working with controlled software or technology
• Hiring non-U.S. workers
